Ralph E. Biggs, President/General Manager, directs and guides all operations. Meanwhile, his son, Kevan Biggs serves as Vice President by continually monitoring the progress of the staff and the organizations’ financial position, making adjustments within the organization to improve the organizations performance, and developing/monitoring standards in which to evaluate such performance.
Cynthia Snider, Director of Properties, is responsible for operating a financially successful operation by generating adequate revenue and controlling costs within each individual project. Her leads the recruitment, selection, training, and monitoring of individuals selected for Site Manager duties. Additionally, she develops and monitors each of the project budgets as well as ensures compliance with all federal requirements. Ms. Snider has been with Biggs, Inc. and working in the Affordable Housing Industry for over 15 years. During that time she has earned several professional designations including RAHP, NHCP, AHM, C10P and STAR. Ms. Snider has served on the Board of RRHA of Indiana for nearly 12 years, serving as President, Vice-President, Treasurer and Lease Committee Chair during that time. She is also currently serving on the Board of Directors of the National Council for Affordable Housing (CARH) in Washington D.C. She has also served on the Indiana Fair Housing Task Force with the Indiana Civil Rights Commission and the Board of Directors for the Apartment Association of Indiana.
Biggs, Inc. also employs 17 additional people in its corporate headquarters consisting of four in bookkeeping, five in clerical, three in compliance, and five in maintenance. Each of Biggs, Inc. properties employ a property manager and a maintenance technician. The property managers’ responsibilities include rent collections, resident selection, public relations, and leasing. The maintenance technicians oversee the maintenance including scheduling, monitoring, and servicing of maintenance requests. This individual also is responsible for prolong the useful life of the buildings and equipment, the physical appearance of the project, and ensuring that all grounds and apartments are properly maintained.
The company also handles many conventional multifamily properties. Biggs, Inc. developed and continues to manage, Cheswick Village Apartments, an upscale 106-unit property in Lafayette, Indiana and Deer Creek Villas, in Garrett.
