As a Management Company, Biggs Property Management provides finance, accounting, marketing, expert staff, and maintenance service of over 3,700 rental units in mostly small rural communities. With over 35 years of experience, the Company specializes in Conventional housing, Rural Development, HUD, Tax Credit and Section 8 rental communities.

Ralph Biggs, founded the company based on his philosophy that “a warm home is at the core of a happy family.” In the early 1960’s he developed his interest in real estate into an investment in rental housing and found that if well-built and well-managed, affordable rental housing could be made available to a variety of income levels in small, rural communities. Ralph is President and General Manager of Biggs Property Management and directs all operations of company owned properties, while continuing to guide development and expand the Company’s management contract division.

Kevan Biggs, as Owner and Vice President, monitors the progress of the staff and the financial position of the Company. Kevan is a Purdue University Graduate, majoring in Building Construction Technology. He serves on the Board of Directors of Decatur Bank and Trust Company and is active in the Boys and Girls Club of Decatur. He is also CEO of Ideal Suburban Homes, Inc, a subsidiary of Biggs Property Management, which specializes in the residential home building.

For over 17 years Cynthia Snider, Director of Properties, has been responsible for maintaining revenues and cost controls for all Biggs Property Management’s portfolio. She directs all site managers and oversees compliance with federal requirements. She has been very active in the affordable housing industry, earning the professional designations of Rural and Affordable Housing Professional (RAHP), National Compliance Housing Professional (NCHP), Assisted Housing Manager (AHM), Spectrum’s STAR and C12P Compliance Professional. She serves on the Board of Directors of the Rural Rental Housing Association of Indiana (RRHAIN) and the National Council for Affordable Housing (CARH). She has also served on the Indiana Fair Housing Task Force, the Indiana Civil Rights Commission and the Apartment Association of Indiana.

Biggs Property Management staff services include bookkeeping, compliance, staffing, marketing, and maintenance. Professional property managers handle the day-to-day operations of each community with rent collections, resident selection, public relations and leasing, while property technicians manage prolonged useful life of buildings and equipment, appearance, grounds maintenance and enhancements.

While Biggs Property Management manages their own Company properties, they also provide contract management services. They handle many conventional multi-family properties from Cheswick Village Apartments, an upscale 106-unit property in Lafayette, Indiana to Deer Creek Villas in Garrett, Indiana. Their most recent developments include Jefferson Place Villas in Ossian and The Crossings at Bellbrook in Decatur.
